What Is the Minimum Wage in the Philippines?
The minimum wage in the Philippines is the legally prescribed minimum basic wage that covered employees should receive for ordinary working hours.
Unlike countries with a single nationwide minimum wage, the Philippines uses a regional wage-setting system. Minimum wage rates are determined through regional wage orders, so the applicable rate depends on where the employee works and the category covered by the wage order.
For example, NCR's current Wage Order No. NCR-27 provides different rates for non-agriculture, agriculture, and certain smaller service/retail and manufacturing establishments.
This means employers should not rely on a single "Philippine minimum wage" figure when calculating employee compensation.

How Is the Philippine Minimum Wage Determined?
Minimum wage rates are established through Wage Orders issued by the Regional Tripartite Wages and Productivity Boards.
These wage orders consider factors such as:
-
Cost of livingPrevailing wage levels
-
Regional economic conditionsWorkers' needs
-
Employers' capacity to payProductivity
-
Employment considerations
Because wage orders are regional, the applicable minimum wage can differ significantly between locations.
Minimum Wage vs. Basic Salary
Minimum wage and basic salary are related but should not be treated as exactly the same thing.
Minimum wage is the legally required minimum basic wage applicable to a covered employee.
Basic salary is the employee's agreed regular compensation before applicable allowances, deductions, and other compensation components.
Employers must ensure that covered employees receive at least the applicable minimum wage while also correctly handling overtime, holiday pay, premium pay, and other statutory compensation.
