Palace suspends Philhealth premium rate increase in 2023

Welcome 2023 with good news! Due to the prevailing effect of the pandemic to the Filipinos, the Office of the President, on its memorandum from the Executive Secretary, Mr. Lucas Bersamin, suspends the implementation of the Philhealth premium rate of 4% to 4.5% and income ceiling Increase from P80,000 to P90,000 for the year 2023.



Under Section 10 of Republic Act No. 11223 or the Universal Healthcare Law, the PhilHealth premium rate shall increase to increments of 0.5% every year beginning in 2021 until it reaches 5% in 2025.


For the year 2022, the prescribed rate was not suspended but deferred due to the necessary adjustments that needed to be made on the Electronic Premium Remittance System (EPRS) and the PhiiHealth Member Portal, among others.


When the President orders a suspension, it means the rate increase for the specific year is suspended or will not take effect.


For example, this year, 2023, the 4.5% rate was suspended. Because of the 2023 rate increase suspension, we will continue to use the 4% prescribed rate of 2022. As stated in RA 11223, next year, 2024, the prescribed rate is 5 %. Unless suspended by the President, we will follow the 5% for the year 2024, no announcement is required.
